| 作为乡村治理中的新型要素,数字技术需要在实质意义上推动技术赋能,否则就可能出现目标替代的问题。基于A市“网格通”的案例分析,研究发现,在乡村数字治理的不同环节都存在一定程度的目标替代,包括推进环节的文本替代、建设环节的设备替代、运行环节的行为替代以及考核环节的指标替代。这种目标替代是科层组织工具理性取代目标理性的逻辑延伸。在生成机制方面,弥补技术鸿沟、降低行动成本、制造显性绩效、规避风险责任是乡村数字治理出现目标替代的重要原因。对于这种多重因素叠加所产生的现实问题,需要从提升技术适配程度、优化技术环境和变革考核方式等多个方面入手,降低目标替代的程度,使乡村数字治理在最大程度上接近技术赋能的初始目标。 |

| As a new element of rural governance,digital technology needs to promote technological empowerment in a substantive sense,otherwise the problem of goal substitution may occur.Based on the case study of “Wangge Tong” in City A,it is found that goal displacement exists in the rural digital governance,including text displacement in the promotion stage,equipment displacement in the construction stage,behavior displacement in the execution stage,and indicator displacement in the assessment stage.Goal displacement is a logical extension of the replacement of goal rationality by instrumental rationality in hierarchical organizations.In terms of generative mechanisms,bridging the technological divide,reducing action costs,creating visible performance,and avoiding risky responsibilities are important reasons for the emergence of goal displacement in rural digital governance.For this real problem caused by multiple factors,it is necessary to improve the degree of technological adaptation,optimize the technological environment,and change the assessment methods to reduce the degree of goal displacement,so as to make rural digital governance as close as possible to the initial goal of technological empowerment. |
