从数字鸿沟到数字包容视角,解释通过数字包容策略化解数字鸿沟,尝试解决农村老年人参与数字乡村不足的难题。研究发现,当前老年人参与数字乡村建设的技术困境主要体现为数字鸿沟的存在,具体表现为基础设施的“接入鸿沟”、智能设备的“使用鸿沟”以及能力素养的“知识鸿沟”,实则反映了技术与治理、行政与自治、增权与赋能的三大困境。而实现从数字鸿沟向数字包容的转变,制度安排是其中的关键因素。在制度安排层面要关注政策执行的精准度、居民需求的回应度和治理系统的适应度。在实践取向层面需遵循人本主义、简约主义和整体智治。为弥合乡村数字鸿沟,提升老年人数字包容,未来需要从组织维度助推老年人数字包容治理,从行为维度提升老年人数字参与能力,从技术维度增强老年人数字资源供给,以更好地推进数字乡村战略实施。

英文摘要:

With the increasing advancement of the digital village strategy,how to realize the better participation of the elderly in the construction of digital villages has become an important research topic.This study focuses on the perspective of digital divide to digital inclusion,and explains how to resolve the digital divide through digital inclusion strategies and effectively solve the problem of insufficient participation of the rural elderly.The study found that the current technical dilemma for the elderly to participate in the construction of digital villages is mainly reflected in the existence of the digital divide,which is embodied in the “access divide” of infrastructure,the “use divide” of smart devices,and the “knowledge divide” of ability and literacy.It reflects the three major dilemmas of technology and governance,administration and autonomy,giving power and giving authority.Institutional arrangements are a key factor in realizing the transition from the digital divide to digital inclusion. At the level of practical orientation,humanism,minimalism,and overall intellectual governance should be followed,and in institutional arrangements,attention should be paid to the accuracy of policy implementation,the responsiveness of residents’ needs, and the adaptability of the governance system.In order to bridge the rural digital divide and improve the digital inclusion of the elderly,in the future,it is necessary to promote the digital inclusion governance of the elderly from the organizational dimension,enhance the supply of digital resources for the elderly from the technical dimension,and enhance the digital participation ability of the elderly from the behavioral dimension,so as to better realize the implementation of the digital village strategy and promote the improvement of the overall social quality.
