随着全面建成小康社会目标的实现,共同富裕成为党和人民的新追求。在后全面小康时代,推动共同富裕,农业农村仍然是重点。绿色治理作为一种全新的治理理念,其蕴含的价值追求和技术理性与共同富裕有着内在的一致性,是研究共同富裕问题的一个新视角。针对脱贫过程中形成的政策制度惯性,在推动乡村共富的进程中,应从绿色治理的可持续性、多元性、整体性、多维度等理论诉求出发,遵循从运动模式转向常态模式、从政府主导转向多元共治、从以村为主转向城乡融合、从帮扶导向转向改革导向的逻辑进路。与之相衔接的是,要加大政策供给力度,包括法律法规保障、产权制度改革、生态产业发展、试点政策配套、村级党建引领等,以此打破制约农业农村生产力发展和乡村振兴的政策制度障碍,构建与共同富裕相适应的绿色治理机制。

英文摘要:

With the realization of the goal of building a moderately prosperous society in an all round way,common prosperity has become a new pursuit of the Party and the people.In the “post all round well off” era,agriculture and rural areas are still the focus of promoting common prosperity.As a brand new governance concept,the value pursuit and technical rationality of green governance are inherently consistent with common prosperity.It is a new perspective for studying common prosperity.In view of the policy and institutional inertia formed in the process of poverty alleviation,we should proceed from the theoretical demands of sustainability,diversity,integrity, and multi dimensionality of green governance and therefore follow the logical approach of changing from movement model to normal model,from government leading to pluralistic co governance,from village based to urban rural integration,and from assistance oriented to reform oriented in the process of promoting common prosperity in rural areas.In connection with this,it is necessary to increase the supply of policies,including legal and regulatory guarantees,reform of property right system,ecological industry development,supporting policies of pilot,guidance of the CPC construction etc,in order to break the policy and institutional barriers that restrict the development of agricultural and rural productivity and rural revitalization,and build a green governance mechanism that is compatible with common prosperity.
