中文摘要:

新时代,全面推行村支书“一肩挑”是党和国家的政治要求。“一肩挑”过程中各地结合实际,开创不同的“一肩挑”治理模式,加强了党的领导,化解了“两委”间的矛盾冲突,密切了党群干群之间的联系,有效提升了村级组织的治理效能。同时,“一肩挑”也存在党的政策与现行村委会组织法之间的张力、退出人员因利益受损易引发矛盾冲突、村庄中党员的数量和质量不足、“一肩挑”村支书权力集中监督难等问题。为保证“一肩挑”顺利实施,必须化解“一肩挑”政策与现有法律之间的张力,妥善安置退出人员,创新人才选拔机制,构建权力制约体系。

英文摘要:

In the new era,it is the political requirement of the Party and the state to fully implement the “one shoulder carrying multi task” of the village Party secretary.In the process of “one shoulder carrying multi task”,various localities combined with actual conditions to create different “one shoulder carrying multi task” governance models.The Party's leadership has been strengthened,the conflicts between the “two committees” have been resolved,the relationship between the Party and the masses,cadres and the masses has been enhanced,and the governance efficiency of village level organizations has been effectively improved.There are also certain problems,such as tension between the Party’s policy and the existing village committee’s organizational law in “one shoulder carrying multi task”,conflicts caused by the loss of interests of retired personnel,insufficient number and quality of Party members in the village,and the difficulty in supervision over centralized power of village Party branch secretary.In order to ensure the smooth implementation of the “one shoulder carrying multi task” policy,it is necessary to resolve the tension between the “one shoulder carrying multi task” policy and the existing laws,properly arrange for retired personnel,innovate the talent selection mechanism,and build a power restriction system.
