| 农业是送旧局、处变局、迎新局的压舱石,农业经济国内国际“双循环”是促进农业高质高效发展的新话题、新课题。通过厘清农业历史逻辑、现实逻辑、理论逻辑发现,在历史阶段,农业曾扮演了工商业资本积累的来源、国民经济的蓄水池、战略市场后备资源的角色;“双循环”作为农业经济高质量发展的实现路径,需要把握工业与农业、城镇与农村、农民与市民、中国农业与世界农业四对关系,明确农业与工业服务业融合、农产品有效供给、农民收入分配、农业国际化四大战略任务;通过对农业生产、分配、流通、消费四个环节的分析,从理论上梳理出农业、工业、服务业之间的产业链循环,农户、农业企业等经营主体之间的价值链提升,国内国际农产品的供应链稳定,农村市场挖掘与城镇农产品消费之间的关系。在路径选择上,要秉持创新、协调、绿色、开放、共享的新发展理念,建立健全围绕中国并连接世界的农业价值链、供应链、产业链,衔接供需两侧,融合城乡发展,形成农业新发展格局。 |

| In the new economic development pattern,agriculture is the ballast of sending the old situation,dealing with the changed situation,and meeting the new development situation.The dual circulation of agricultural economy at domestic and international is a new topic and a new subject to promote the high quality and efficient development of agriculture.Through the clarification of agricultural historical logic,realistic logic,and theoretical logic,it is found that at different stages of development,agriculture has played the role of the source of industrial and commercial capital accumulation,the reservoir of the national economy,and the provider of strategic market reserve resources;with the double circulation as the path to achieve high quality development of agricultural economy,efforts must be made to grasp the four pairs of relationships between industry and agriculture,towns and rural areas,farmers and citizens,Chinese agriculture and world agriculture,and clarify the four strategic tasks of integration of agriculture and industrial services,effective supply of agricultural products,farmers’ income allocation,and agricultural internationalization.Based on the analysis of the four links of agricultural production,allocation,circulation,and consumption,the paper theoretically sorts out the industrial chain cycle between agriculture,industry,and service industry,and the enhancement of value chain between farmers,agricultural enterprises and other business entities,the stabilizing of supply chain of domestic and international agricultural products,and the relationship between rural market exploration and urban agricultural product consumption,providing theoretical support for the realization of industrial and agricultural circular development, and agricultural domestic and international import and export cycles.On the path selection, it is suggested to uphold the new ideas of innovation,coordination,green,open,and shared development, establish and improve the agricultural value chain,supply chain,and industrial chain that surrounds China and connects the world, connect both sides of supply and demand,integrate urban and rural development,and form a new pattern of agricultural development. |
