| 乌拉圭回合以来，SPS已经成为影响我国农畜产品贸易的主要障碍。文章从陕西秦川牛生产和贸易的历史和现状出发，重点考察了动物疫病和食品安全方面的SPS措施尤其是疫病和兽药残留对秦川牛出口产生的贸易禁止、市场准入限制、成本推动及消极扩散效应。提出在宏观上拟加强疫病预防和控制、完善预警机制，在中观上应强化中介组织功能和建立牛肉的供应链体系，在微观上，强化牛肉生产和饲养过程的标准化生产和质量安全控制，促进我国秦川牛出口的增长和农民收入的增长。 |

| SPS has become the main barrier of China’s international trade on agricultural and livestock products after Uruguay round negotiation. The paper studied trade bans，market accession restrictions, cost-drive effects and negative spread effects of SPS especially animal disease and veterinary drug residues brought to the export of Qinchuan beef. It proposed the suggestion of strengthening the disease prevention and control and improving the altering mechanism on the macro-level, of strengthening the intermediary organization and establishing the beef supply chain system on the medium-level and of strengthening quality and safety control in production and breeding on the micro-level, so as to promote the growth of Qinchuan beef’s export and to raise farmers’ income. |
